Planning Division

The Planning Division functions as the professional and technical adviser to the Planning Commission and City Council on policy matters and issues concerning the physical development of the community.

The Planning Division is the principal office responsible for processing land use applications such as Conditional Use Permits, Tentative Tract / Parcel Maps, Temporary Use Permits, Location and Development Plans, Sign Permits, and Home Occupation Permits. The Division is also a necessary step in the Business Licenses application process.

All new development or modification/upgrade to existing commercial, industrial, or residential structures must be reviewed for conformance to the Development Code, and the City's General Plan, before that construction may begin. Planning works with other City divisions, such as Building and Safety, Fire and Engineering, as well as other governmental agencies, to ensure new development has adequate infrastructure and services. Planning also provides zoning and land use regulation information to the general public.

This is accomplished through a comprehensive and common-sense program of planning, regulation, compliance assistance, enforcement, monitoring and public outreach and education.

Western Joshua Tree Advisory:    The WJTCA authorizes the CDFW to:
  • Permit the trimming and removal of hazardous or dead western Joshua trees.
  • Permit the incidental take of western Joshua trees provided the permittee meets certain conditions.
  • Enter into an agreement with a county or city to delegate limited authority to issue the permits mentioned above, provided certain conditions are met.

Additionally, the WJTCA directs CDFW to develop a conservation plan for western Joshua tree by the end of 2024.
